Cap-Ex Idiq Solicitation - (Request for Proposal)
The services provided under this contract shall be performed by a company entity, not an individual, to aid NAVFAC in its execution of facility projects. The intended scope of services is divided into two primary phases: Pre-award and Post-award of the construction contract. These services will primarily be provided across a range of project types, including Military Construction (MILCON) for the Navy, Marine Corps, and other Defense agencies; Facilities Sustainment, Restoration, and Modernization (FSRM) projects for CNIC and the Marine Corps; reimbursable (REIM) project work for various Supported Commands, and other funded construction projects. Funding for these pre-award and post-award support services varies depending on the project type, as detailed in the matrix below. A core principle of the services sought is the clear delineation between contractor support functions and Inherently Governmental Functions (IGF), which are exclusively reserved for Federal employees. The CAP-EX Contractor shall perform the preparatory work, analysis, documentation, and coordination required to aid Government officials in their decision-making. However, all final determinations, approvals, and official commitments are inherently governmental. This includes, but is not limited to, the determination of Federal program priorities; the initiation, processing, and commitment of funds via contract award or modification; the approval of contract documents; the final acceptance or rejection of contractor products; and the official approval of schedule delays or extensions. Any CAP-EX Contractor recommendations regarding payments to other vendors will be provided to the designated Government Contracting Officer's Representative (COR) for their exclusive determination and action.
