Duplin County has received funding for the purpose of improving infrastructure within the County. Additionally, Duplin County routinely requires the services of a talented and capable North Carolina Licensed Engineering Firm for other projects. Duplin County is soliciting statements of qualifications from qualified professional engineering firms to provide design, bidding, and limited construction-phase services for a proposed Maintenance Facility. The selected firm will prepare the design plans, specifications, construction cost estimate, and bid documents needed for the County to solicit construction bids. The project is anticipated to include a pre-engineered metal building (PEMB) and the features described in this RFQ. During bidding and construction, the firm will provide the additional services described in the Scope of Work, which may include bid-tabulation assistance, periodic site visits, construction-meeting attendance, and review of contractor pay applications and change-order requests with recommendations to the County. The County will retain responsibility for awarding the construction contract and approving payments and change orders. Request for Qualifications (RFQ) packets, including a description of the services to be provided by respondents, the minimum content of responses, and the factors to be used to evaluate the responses, can be obtained by contacting the Duplin County Airport, located at 260 Airport Road, Kenansville, NC at 910-296-2188 or by emailing the address provided in the RFQ posting. Additionally, information can be downloaded from the Duplin County website by clicking on News and Bid Opportunities. The DEADLINE to receive written qualifications is 5:00PM on Thursday, November 19th, 2026 at the Duplin County Airport, 260 Airport Road, Kenansville, NC 28349. Faxed or emailed packages will not be considered. Note that packages received after the stated deadline will not be accepted.
