The Texas Health and Human Services Commission (HHSC), on behalf of the Department of Family and Protective Services (DFPS)/Child Protective Services (CPS), is issuing an Open Enrollment to enroll qualified contractors to provide in-person Intensive Peer Support Services (IPSS) for high-acuity foster youth aged 16-17 with complex mental and behavioral health needs. Services consist of a structured six-month mentorship program with at least six hours per week of in-person interaction, development of a Personalized Development Plan, required training (trauma-informed care and human trafficking identification), documentation, and monthly progress reporting. Enrollment opens May 1, 2026 and closes August 31, 2031; the posting was made April 26, 2026.
