EEC-AML-Vogue Refuse Reclamation Project
The project consists of eliminating approx. 1.1 acres of an acid pit which will be backfilled with adjacent onsite mine spoil material (12 acres) and capped with the best material available on site. The water in the pit will be treated and raised to a pH of 6 or greater prior to release and backfilling of the pit in accordance with KYDAML Technical Specifications. Water tests taken on December 5, 2025, show the water in the pit with a pH of 6.7 and iron over 10 mg/l. Acidic spoils adjacent to the pit shall be used first in backfilling the pit to eliminate the acid forming potential of these materials. This effort will require additional effort and may require double handling of some soils. Spoil ridges in the designated areas will be graded at a maximum 3:1 slope with the best available material brought to the surface.

In general, the work includes, but is not limited to: impoundment discharge, clearing, grubbing, excavation, pipe installation, sediment and erosion control, and permanent seeding. Bid quantities include but are not limited to 106.5 acres of clearing and site preparation; 1,347,611 CY of excavation; 16,734 LF of terrace construction; 2,538 tons of Class E riprap; 873 SY of Tied Concrete Block mat; 4,734 LF of fence; 97.6 acres of permanent native seeding; and 5.8 acres of permanent wetland seeding.
