One Acquisition Solution for Integrated Services Plus (OASIS+) Unrestricted Continuously Open Solicitation

The GSA Federal Acquisition Service (FAS), Office of Professional Services and Human Capital issued Amendment 0008 to Solicitation 47QRCA23R0006 reopening the One Acquisition Solution for Integrated Services Plus (OASIS+) Unrestricted IDIQ Multi-Agency Contract for rolling admissions and on-ramping. SAM.gov is the official source for the solicitation and its amendments, and offerors must register and submit proposals via the OASIS+ Symphony Portal (OSP), which opened for registration on January 12, 2026. The solicitation is open as of 2026-01-13 with a response deadline of January 11, 2027 at 4:00 p.m. EST.

The objective of this contract is to provide Government agencies with total integrated solutions for a multitude of services-based requirements on a global basis. These services requirements may call for solutions that cross multiple disciplines, include ancillary support, may be commercial and/or non-commercial, using a variety of contract types including fixed price (all types), cost reimbursement (all types), time and materials/labor hour, or a hybrid mix of contract types. The General Services Administration’s Federal Acquisition Service is soliciting proposals for the OASIS+ Total Small Business Set-Aside IDIQ multiple-award contract vehicle covering comprehensive professional services across multiple domains (management, technical/engineering, R&D, intelligence, environmental, facilities, logistics, business administration, marketing, human capital, financial and social services). This solicitation (Amendment 0008) reopens the opportunity with the proposal portal launching on 2026-01-12 and proposals due by 2027-01-11, and is intended to allow rolling admissions and multiple awardees to receive task orders throughout the contract period. The contract establishes IDIQ task order authority with a 5-year base and an optional 5-year extension, service performance across the United States, and qualification/evaluation criteria that include past performance, project relevance, management and staffing capabilities, and certain credit thresholds for domains.
