Description: The North Carolina Department of Adult Correction is seeking information to replace or substantially modernize its Offender Management System (OMS), including the legacy Offender Population Unified System (OPUS). It is considering commercial off-the-shelf, custom-developed, or legacy-modernization approaches, with capabilities spanning offender intake, custody classification, population and bed management, movement, sentence computation, rehabilitation, integrations, data migration, training, and support. This is an open Request for Information rather than a formal competitive solicitation, with responses due September 30, 2026.
