Description: The Town of Bay Harbor Islands is inviting competing proposals for a combined Town Hall Complex under Florida’s public-private partnership statute after receiving an unsolicited proposal from BHI Civic Infrastructure Partners, LLC. The project would include design, construction, financing, and maintenance of a municipal complex with a town hall, council chambers, community space, administrative offices, a police department, a parking garage, and an optional grocery store; an alternate proposes an independent police headquarters.
