Notice of Intent to negotiate sole source contract to HECTOR J RUIZ TORRES

Description: The U.S. Department of Commerce, through NOAA’s Southeast Fisheries Science Center, intends to negotiate a sole-source contract with HECTOR J RUIZ TORRES for vessel services supporting a Deepwater Reef Fish Survey in Puerto Rico. The contractor must provide commercial fishing vessels, captains, observers, equipment, fuel, bait, deep-drop fishing gear, and biological and fisheries data collection services for up to 250 sampling grids. This active special notice is not a request for competitive proposals or an available solicitation package, but firms may submit written documentation demonstrating their ability to meet the requirements by the response deadline; it is not a grant program.
