NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT

Description: The National Oceanic and Atmospheric Administration, under the U.S. Department of Commerce's Office of Marine and Aviation Operations, intends to negotiate a sole-source contract with Klein Marine Systems, Inc. for one armored side scan sonar cable and compatible termination kit for the NOAA Ship THOMAS JEFFERSON. The components must meet stringent mechanical and electrical compatibility requirements for the Klein 5900 v1 and v2 sonar system, existing termination hardware, CLARS winch and sheaves, and Focal or Alpha 8-pin sliprings, with delivery required by October 13, 2026, to the Marine Operations Center - Atlantic in Norfolk, Virginia. Written capability statements demonstrating compliance are due by September 3, 2026, at 12:00 PM ET, and the notice is for capability information rather than competitive quotes.
