NOTICE OF INTENT TO ESTABLISH A CONTRACT THROUGH AN INTERSTATE COOPERATIVE PROCUREMENT

Description: The Salem Area Mass Transit District (SAMTD / Cherriots) intends to establish a contract with ChargePoint, Inc. for proprietary cloud-based telematics software licenses (ChargePoint ViriCiti platform) . This software connects vehicle telematics, battery state-of-charge (SoC), battery health, operational efficiency, and charging infrastructure integration across SAMTD's fleet of 22 zero-emission Battery Electric Buses (BEBs) equipped with factory-installed ChargePoint DataHub hardware tatutory Authority and Cooperative Contract Basis This procurement is conducted pursuant to ORS 279A.220 (Interstate Cooperative Procurements), 2 CFR Section 200.318(e), and FTA Circular 4220.1G, utilizing competitively solicited pricing and terms established under Sourcewell Contract #021825-CPI (Electric Vehicle Supply Equipment and Infrastructure Solutions with Related Software). Contract Value and Pricing Schedule Breakdown The procurement is supported by two official vendor quotations issued under Sourcewell Contract #021825-CPI: Quote #Q-666043-1 (CY2026 Renewal): Covers 10 BEB units for Calendar Year 2026 (January 1, 2026 - December 31, 2026) in the firm-fixed amount of $9,720.00. Quote #Q-665005-1 (10-Year Renewal Term): Covers 22 BEB units for the 10-year term (January 1, 2027 - December 31, 2036) at the fixed rate of $81.00 per vehicle per month ($21,384.00 annually across 22 buses), totaling $213,840.00 over the 10-year period.
