Role players and ambulance services are essential to realism and interaction during the training events, which is enhanced by acting, moulage, and environmental conditions. Rubble pile reset is an enhanced requirement that also enhances realism and interactions for typical lifesaving elements.

The RFQ covers 75 role players, two moulage artists, 10 weighted manikins, a radiological/nuclear/chemical simulant SME, two technical-rescue SMEs, two ambulances, and a NIMS/ICS SME. It also requests one lumber package and is set aside for service-disabled veteran-owned small businesses.
