Lease-Leaseback RFPQ for Preconstruction and Construction Services

Description: NOTICE Murrieta Valley Unified School District Request for Prequalification and Statement of Qualifications (RFPQ) for Preconstruction and Construction Services Using the Lease-Leaseback (LLB) Construction Delivery Method (RFPQ #2026-27-02) The Murrieta Valley Unified School District ("District") is issuing this Request for Prequalification and Statement of Qualifications (RFPQ) to solicit responses from qualified contractors for preconstruction and construction services for District projects utilizing the Lease-Leaseback (LLB) construction delivery method pursuant to Education Code section 17406. The District intends to establish a pool of qualified contractors from which future project-specific Requests for Proposals (RFPs) may be issued. The electronic copy of this RFPQ can be found on the District website: Murrieta Valley Unified School District - Current Bids or by emailing Purchasing@murrieta.k12.ca.us. Each submission must conform to the RFPQ requirements. Any submission that is late or does not conform to the requirements may be rejected as non-responsive. All questions and inquiries shall be made in writing and emailed to Vanessa Petersen, Coordinator, Purchasing Department, at vpetersen@murrieta.k12.ca.us. Any resulting changes will be issued by addendum. Important Dates • Mandatory Pre-SOQ Conference (Virtual via Microsoft Teams) - October 14, 2026 at 9:00 AM • Prequalification Application and Supplemental Prequalification Due - October 21, 2026 at 2:00 PM • Statement of Qualifications (SOQ) Due - November 4, 2026 at 2:00 PM Late submissions will not be accepted. It is the responsibility of the Contractor to ensure all required materials are received by the District by the specified date and time. Contractors must submit their standard prequalification application through PQBids at www.pqbids.com and submit the Supplemental Prequalification for Lease-Leaseback Projects via email to the District Representative by the deadline identified above. Only Contractors that successfully complete the prequalification process will be invited to submit an SOQ. Contractors shall provide one (1) electronic PDF copy with bookmarks and five (5) hard copies.
