REQUEST FOR PROPOSALS (RFP) RFP NO. LA-RICS 031 FOR TELECOMMUNICATION PROJECT MANAGEMENT AND GENERAL CONSULTING SERVICES
The Los Angeles Regional Interoperable Communications System (LA-RICS) Joint Powers Authority (JPA) Authority (Authority) was established in 2009 to create, establish, govern, construct, own, operate, and maintain interoperable public-safety grade communications systems that could be utilized by agencies throughout the Los Angeles County region. The Los Angeles County region is one of the largest urban areas in the nation with eighty-eight (88) municipalities and more than 10 million residents living within an area covering 4,060 square miles. Public safety services in the region are provided by approximately forty-six (46) law enforcement and approximately twenty-nine (29) fire services agencies. The Authority designed, built, and now operates a Land Mobile Radio (LMR) System via Motorola Solutions, Inc, (MSI), which went live in 2023. The LMR System operates spectrum from VHF Low-Band, VHF, UHF, to 700 MHz/800 MHz, which provides public safety first responders in the Los Angeles County region with real time mission critical analog voice, digital P25 voice, and data communications that support day-to-day, mutual aid, and task force operations. The LMR System also provides communication support for large-scale events, including event communication planning and infrastructure. The LMR System is comprised of several Subsystems, which includes a Digital Trunked Voice Radio Subsystem (DTVRS), Analog Conventional Voice Radio Subsystem (ACVRS), Los Angeles Regional Tactical Communications Subsystem (LARTCS), and a Narrowband Mobile Data Network (NMDN). Additionally, these Subsystems are delivered via fifty-eight (58) LMR System sites dispersed across the Los Angeles County region spanning from Lancaster to San Dimas to Catalina Island. Radio sites are connected by the Authority's own private microwave network with Multiprotocol Label Switching (MPLS) capability. LMR System sites are constructed to public-safety grade standards and have backup power. Remote monitoring and cameras are also utilized to alert the Authority of equipment failures and to provide site situational awareness. Additionally, the LMR System is used daily by public safety agencies (Subscribers) for routine and emergency operations. The LMR System is also interoperable with other local, state and federal agencies (Affiliates) for mutual aid, planned events, emergencies, and disasters. Currently, the Authority consists of twenty-five (25) Member agencies with the LMR System supporting forty-nine (49) Subscriber agencies and twenty-six (26) Affiliate agencies. The Authority is seeking proposals from qualified firms ("Consultant") to provide comprehensive professional project and program management, engineering, technical, construction, real estate, environmental, radio programming, outreach, and administrative support services for the Authority's regional public-safety communications program. As part of the resultant Agreement, the Consultant is expected to provide a qualified, multi-disciplinary project team capable of supporting the planning, development, implementation, integration, operation, maintenance, enhancement, and potential expansion of the Authority's LMR System and associated telecommunications infrastructure. The Consultant shall also provide services necessary to support the Authority's objectives of maintaining reliable, resilient, interoperable, and sustainable public-safety communications capabilities for first responders and participating agencies throughout Los Angeles County. The services described in Exhibit A (Scope of Work), which is attached to Appendix 1 (Sample Agreement), represent the anticipated personnel and service requirements of the Authority. It should be noted, the Authority does not guarantee any minimum level of services, staffing, hours, or expenditures unless specifically identified elsewhere in the Agreement. The Authority intends to select the Proposer whose qualifications, experience, approach, proposed personnel, and demonstrated ability to successfully perform the required services provide the greatest overall value to the Authority. The Authority has adopted the County of Los Angeles contracting mode and certain policies as specifically identified in this RFP and the resulting Agreement. As such, references and adherence to County of Los Angeles Board of Supervisors policies are required by Proposers interested in responding to this RFP. 3.1 The Authority is issuing this RFP to solicit proposals for a contract with a Consultant to provide comprehensive professional project and program management, engineering, technical, construction, real estate, environmental, radio programming, outreach, and administrative support services for the Authority's regional public-safety communications program as described in Exhibit A (Scope of Work) contained in Appendix 1 (Sample Agreement), which is attached to this RFP.
