The slab is existing and broom clean. Demising walls are built to roof deck. Utilities are already stubbed to the space: 400 amp electrical, 2 inch domestic water separately metered, existing sanitary, and 1.5 inch high pressure gas dropped to a 2" line in the premises. The building is set up for the tenant to tie into the main sprinkler system. That means you're bidding tenant work inside four walls, not site development.
