Requirement to procure a highly specialized, portable, and fully integrated Fourier Transform Infrared (FTIR) system. Fourier Transform - Infrared Spectroscopy is a critical characterization technique used to obtain infrared spectra of small molecules, polymeric, and composite materials in liquid and solid phases. The existing legacy spectrometer is aged and commercially obsolete, with ongoing system deterioration and the lack of manufacturer support preclude the MED's ability to guarantee the accuracy and reliability of critical analytical results. Securing a replacement system is paramount, as this instrument is a mission-essential tool required to conduct urgent, point-of-need chemical analysis and material identification directly on the floor of the Aviation Composites Repair facility. The operational environment is characterized by the presence of volatile organic compounds (VOCs) and suspended conductive particulates generated during composite repair and painting/coating operations. Due to the significant risk of electrical arcing and ignition in these spaces, an instrument with a low-voltage optical design is mandatory to comply with Navy Safety and Occupational Health (SOH) program guidelines.
