Summary
To serve as the Insurance Broker and Consultant for State Health Benefits Program for the Township. The successful Insurance Broker must have significant experience in representing Municipalities as a Broker and consultant for Health Insurance Programs within the State of New Jersey, as well as experience in
administering COBRA, HIPPA and employer compliance programs in addition to significant experience in consulting in regard to collective bargaining and Medicare reimbursement programs. The successful Individual and/or Firm shall serve as an Insurance Broker and provide Professional Consulting Services (related to employee health benefits) including but not limited to: Market the State Health Benefits Program (SHBP) plan if requested by the Township. Provide consulting services and attend meetings related to collective bargaining matters involving employee health benefits. Advise the Township on any grievances or disputes pertaining to group insurance coverage. Provide regular updates on applicable state and federal legislation impacting employee benefits and
insurance programs. Ensure compliance with COBRA, HIPAA, and Chapter 375 employer obligations. Administer ongoing enrollment services, including additions, terminations, and related updates. Manage the reimbursement process for Medicare Part D, including payment for required attestations. Assist in the preparation of documentation required for compliance with GASB 45. Provide assistance in resolving employee claims issues within the SHBP. Maintain an online web portal for Township use containing current information on health benefits and insurance programs. Develop and administer an ongoing Employee Wellness Program, regularly distributing information to employees addressing modifiable risk factors such as smoking, diet, physical activity, and stress
management.
