TRB’s Airport Cooperative Research Program seeks a contractor to develop guidance for implementing and running Safety Management Systems (SMS) at small-hub, non-hub, and general aviation airports. The work will synthesize best practices, templates, tools, and lessons learned to support compliance with FAA’s Part 139 SMS rule and to help airports that voluntarily adopt SMS. The project focuses on practical deliverables to assist resource-constrained airports with planning, implementation, and continuous improvement of SMS.
