Open RFP

HI FLAP CR562(1) Kilauea Point

Description: The Federal Highway Administration’s Central Federal Lands Highway Division, together with the U.S. Fish and Wildlife Service, proposes improvements to provide safer pedestrian and bicycle access along Kolo Road and Kilauea Road (Route 562), from Kuhio Highway to the Kilauea Point National Wildlife Refuge overlook. The approximately 1.70-mile project includes pavement rehabilitation and roadway widening, sidewalk, guardrail, curb and gutter, two mini-roundabouts, striping, pedestrian crossings, turnaround reconstruction, and minor utility work. This active notice is a presolicitation—not an invitation for bids—and says plans and specifications are unavailable; it anticipates advertising in late October or early November 2026 and bid opening in December 2026.
