The City of Chandler is soliciting Statements of Qualifications (RFQ WA2502.201) from qualified consultants to provide design and related professional services for rehabilitation of the Basha Water Production Facility and the Ocotillo and Pleasant wells, including assessments, design of tank/pumps/piping/electrical, permitting, and potential construction management. The project is anticipated to begin design in Spring 2026 with an expected construction budget in the $8M–$9M range. Solicitation documents are available on the Arizona Procurement Portal and SOQs are due February 18, 2026 at 3:00 p.m. Arizona Time (questions due Feb 4, 2026 by 5:00 p.m.).
The work includes construction of a chemical feed building, installation of new water mains, and reconditioning of the existing wells. Site work will involve traditional development and utility construction within both City right-of-way and property, as well as GDOT rights-of-way, including demolition, grading, drainage, and erosion control. All GDOT encroachments will be properly permitted. Water main extensions will be installed using horizontal directional drilling (HDD) and open-cut trenching methods. Work includes a 4-inch DIP HDD crossing (±114 LF) and abandonment of an existing 2-inch main (±103 LF) within GDOT right-of-way. Approximately 1,400 LF of new 8-inch main will be installed, and another 1,000 LF of 8-inch main will be added. Well head lines will range from 4- to 6-inch DIP and vary in lengths. The chemical feed building will contain separate sodium hypochlorite and fluoride rooms, a pipe gallery, and associated well houses. One 12-inch and one 8-inch well will be reconditioned, tested, and equipped with permanent pumps. All facilities will be enclosed within a secure perimeter fence.
