FINANCIAL ADVISORY SERVICES

Description: The Township of West Caldwell, a Municipal Corporation in the County of Essex and the State of New Jersey, having its offices at 30 Clinton Road, West Caldwell, New Jersey, through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq., is soliciting from qualified firms for Financial Advisory Services for the calendar year 2027. Submission Deadline: Tuesday, December 1, 2026, at 10:00 a.m. Number of Proposals to be sent: one (1) original, hard copy (clearly marked as "original") and one (1) complete copy in an electronic format (CD/DVD/USB). Address all Proposals to: Nikole H. Baltycki, Township Administrator Township of West Caldwell 30 Clinton Road West Caldwell, New Jersey 07006 Qualification Statement must be returned in a sealed envelope bearing the name and address of the proposer written on the face of the envelope and clearly marked "RFP for Financial Advisory Services. Attn: Nikole H. Baltycki." Proposals may be hand delivered or mailed. In the case of mailed qualifications, the Township assumes no responsibility for proposals received after the above-stated designated date and time. Proposals received after the designated date and time for receipt will not be accepted and will be returned unopened. Proposals will not be accepted by facsimile or e-mail. Each Qualification Statement and all required forms must be signed by a person authorized to do so. Proposals must cover all information requested in this RFP. Responses which in the judgment of the Township fail to meet the requirements of the RFP or which are in any way conditional, incomplete, obscure, contain additions or deletions from requested information, or contain errors may be rejected. All communications concerning this RFP or the RFP process shall be directed, in writing, to Administrator Baltycki. The Administrator's decision shall be final and conclusive. During the period provided for the preparation of responses to this RFP, the Township may issue addenda or answers to written inquiries. Addenda will be noticed by the Township and will constitute part of the RFP. All responses shall be prepared with full consideration of any addenda issued. Proposer must complete and submit the Acknowledgement of Receipt of Addenda Form attached at Exhibit A. The Township shall not be responsible for any expenditure of monies or other expenses incurred by the proposer in making its proposal. This RFP is not intended to be an offer, order or contract and should not be recognized as such, nor shall any obligation or liability be imposed on the Township by issuance of this RFP.

Notice of Request for Proposals Notice is hereby given that Proposals will be received electronically before 2:00 pm (central time) on November 19, 2026 for Financial Advisory Services as requested by City of Dubuque, Finance Department. The City will accept Proposals only through the City’s online e-procurement portal, Ion Wave. Email, fax, or hard copy submittals will not be accepted. Each Proposer is solely responsible for uploading their Proposal into Ion Wave. The City bears no responsibility for any delay, failure, or error in connection with the Proposer's submissions. Proposals will be opened on November 19, 2026 at 2:00 pm (central time). Proposals will be evaluated promptly after opening. After the award is made, a Proposal summary will be available on Ion Wave. Proposal results will not be given over the telephone or prior to award. Proposals may be withdrawn any time prior to the scheduled closing time for receipt of Proposals. No Proposal may be modified or withdrawn for a period of sixty (60) calendar days from the closing time for receipt of Proposals. The City is requesting proposals for the provision of Financial Advisory Services. The financial advisor shall support the City’s debt issuance activity and provide ongoing financial planning and complex multi-year cash-flow modeling for enterprise funds, local option sales tax funds, tax increment financing funds, and internal service funds. A fixed quarterly retainer shall cover the defined services outside bond issuances; separately priced transaction fees shall cover bond issuance services without duplicate billing. The initial debt issue under this contract is expected to occur in 2027. Other responsibilities include, but are not limited to: Providing advice on all aspects of any proposed capital financing; Developing innovative solutions to the City’s funding requirements in order to achieve the most advantageous financing terms; Making recommendations on the timing, sizing, maturity schedules, call provisions and other details of bond issues; Reviewing and making appropriate recommendations on all ordinances, official statements, and other documents necessary for debt issuance; as well as other responsibilities.
