Request for Proposals (RFP): Ct 11159.46
Title: RFP 11159.46 Airport Identity Management System and Maintenance and Support Services
Summary of Scope of Work: San Francisco International Airport (Airport or SFO) is seeking qualified Proposers to provide Proposals for a new Airport Identity Management System (AIDMS) that will replace its current system, HID SAFE v4.8 AIDMS. The maintenance support agreement for the existing system is set to expire on December 31, 2027. The new system will be a fully-functional commercial off-the-shelf (COTS) AIDMS that will enhance the security and operational efficiency of the Airport’s Security Access Office (SAO) in issuing credentials to authorized personnel at the Airport.
The new system will feature a secure web portal that allows credential applicants and Authorized Signatories (AS) to submit and manage data electronically. In addition, the AIDMS shall support security vetting, identity verification, workflow automation, and enforcement of business rules to ensure full compliance with Transportation Security Administration (TSA) requirements, as well as state, local, and Airport Security Program (ASP) regulations. These capabilities will enable efficient user provisioning, credential lifecycle management, auditing, and recordkeeping—while improving the overall customer experience for individuals interacting with the SAO.
The services being procured through this Solicitation are set forth in Appendix B – Scope of Services in the City’s Contract Terms (specifically, in form 649, Software License, Maintenance and Technical Services Agreement, though form AIR-648, Software as a Service Agreement, would be used in case of a cloud-based solution). The Scope of Services is to be used as a general guide and is not intended to be a complete list of all work necessary to complete the project.
Anticipated Contract Term: Original term of 5 years with an option to extend for 2 additional years
