NYS OASAS seeks a contractor to serve as fiduciary and manage payment as a payor of last resort for treatment, harm reduction, and recovery services delivered by OASAS‑approved gambling providers. The contractor will also develop and manage a network of OASAS‑approved private practitioners, handle referrals (including from the NYS HOPELine), admissions, billing, and expansion into high‑need communities. One award is anticipated; proposals are due on February 9, 2026 at 4:00 PM EST.

Community Land Trust Funding for Affordable Housing. Local Community Land Trusts and non-profit organizations (“Respondent”) with demonstrated experience and strong financial resources to acquire, rehabilitate, or build new single-family homes for affordable housing developments to prioritize income-based housing for low-income households with a restrictive affordability covenant of no less than ninety-nine (99) years. A designation is not required to apply for funding; however, the city will require Respondents to be designated as a Community Land Trust to be eligible for funding no later than 90 days from the time of award.

Provide development opportunities to increase the availability of affordable residential housing, particularly for low- and very-low income families. Proposals must be for (a) the acquisition, development, or construction of new residential housing; (b) rehabilitation or renovation of existing housing within the proposer s ownership or control; (c) expansion of quality, available, affordable housing; and (d) related infrastructure, service delivery, or commercial development.
