Based on defined requirements, the EMS may include data from other Learning Education and Development Services and Human Capital Office systems as required. The EMS system identified will be purchased as a commercial off-the shelf (COTS) product. The selected EMS shall be available to all Servicewide Learning and Education employees for developing and delivering training evaluations, capturing training evaluation data and delivering reports on the effectiveness of the training programs.
