The City of Bellingham is initiating the Incinerator Emission Control Upgrades Project at the Post Point Wastewater Treatment Plant to modernize air pollution control equipment and meet federal emission standards (40 CFR Part 60, Subpart LLLL). The project includes installing a wet scrubber, wet electrostatic precipitator, regenerative thermal oxidizer, selective catalytic reduction, mercury control unit, and constructing an approximately 5,000 sq ft APC equipment building. The City retained Brown and Caldwell as Owner's Advisor and is conducting market sounding prior to a GC/CM procurement; participation in the market sounding is voluntary and will not affect eligibility for the upcoming procurement.
