The scope of this effort includes professional services that provide assistance and support that enables SEA 05 research and development, new designs, construction, conversion, modernizations, and fleet support of all surface ships, warfare systems, amphibious & auxiliary ships, as well as SEA 05 Front Office requirements under the U.S. Navy cognizance, including work performed under Navy cognizance for other U.S. Government
agencies or foreign countries. The Contractor's effort spans a wide range of various professional assistance and support services including support to 1) Portfolio Management Office(s), 2) Principal Financial Officer (PFO), 3) IT Support services, and 4) Administrative Support. Specific tasking requirements are detailed further below. Assistance to Portfolio Management Office/Project Management. The Contractor shall provide capability and expertise to develop, maintain, and utilize systems and processes in support of the SEA 05 PFO and the PFO's PMO, and Government personnel who are performing the oversight of management and execution of SEA 05 programs and projects. That is, this Contractor effort shall involve Contractor recommendations for identification and development of methods that measure and improve the effectiveness and efficiency, cost reduction, and management processes by drawing from Government lessons learned, using survey questions, and examining best practices utilized by other organizations. The Contractor shall be proficient in the use of Government administrative databases and IT systems including, but not limited to, Navy Enterprise Resource Planning (ERP), and Corporate Data Management System. The Contractor shall assist SEA 05 PFO's PMO personal performing the assessment of program/project management efficiency and effectiveness across SEA 05. The Contractor shall assist program/project management by identifying applicable Department of War (DOW), Department of the Navy (DON), Secretary
of Navy (SECNAV) Office of Budget (FMB), and NAVSEA Comptroller (SEA 01) policies and assist program/project personnel with tracking compliance thereto. The Contractor shall develop and maintain, update, and recommend improvements to metrics measuring the effectiveness of program/projects and associated processes across SEA 05. See attached file.
