Engineering Services for Water System and Sewer Collection System Strategic Plans

Description: The South Tahoe Public Utility District (District) is seeking proposals from qualified consulting firms to develop Water System and Sewer Collection System Strategic Plans. The work will be completed under a single contract and will result in two coordinated stand-alone plans: a Water System Strategic Plan and a Sewer Collection System Strategic Plan. The effort will also include a combined Executive Summary and District-wide infrastructure investment roadmap that brings together the major findings, priorities, and recommended investments from both plans. The Water System Strategic Plan will address the District’s potable water system, while the Sewer Collection System Strategic Plan will focus on the collection system. Figures depicting the Water and Sewer Collection Systems are provided in Attachment A. The District intends for these Strategic Plans to go beyond conventional capacity-based utility master planning. The plans will integrate traditional system planning and modeling with asset management, Level of Service (LoS), condition and performance information, probabilistic risk, lifecycle strategies, and long-range planning to establish a defensible 30- to 50-year infrastructure investment framework. The selected Consultant will be expected to build upon the District’s existing planning, models, GIS, and Enterprise Asset Management (EAM) system, and other available information. The resulting framework and tools should be practical for District staff to maintain and use for annual CIP updates and future Strategic Plan reassessments.
