Engineering Design and Construction Administration for Thermal Plant Conversion to Natural Gas Condensing Boilers at the Civic Complex & Aquatic Centre

Description: The City of Cornwall is seeking proposals from qualified consulting firms for the engineering design and construction administration services to convert the heating systems at the Civic Complex and Aquatic Centre from the Cornwall District Heating (CDH) system to a centralized natural gas condensing boiler plant. The work is divided into two phases: a pre-design review to confirm feasibility of Option 2 from the October 2022 Economic Analysis, followed by detailed design, tender specifications, contract documents, part-time on-site construction supervision, contract administration, commissioning, and post-construction services. Bid submissions are due by hard copy to the City's purchasing office, with a non-mandatory site visit scheduled for July 20, 2026.
