Description: The State Fiscal Accountability Authority and the South Carolina Department of Probation, Parole and Pardon Services are soliciting fixed-price bids for substance use treatment and batterer's intervention services for offenders under supervision in South Carolina, with particular focus on Richland County. The procurement is divided into two lots (Adult Outpatient Treatment and Batterer's Intervention), will create a Preferred Provider List used on an as-needed basis, and specifies unit prices and provider licensing/qualification requirements.

FY 2027-2028 CDBG Social Services Programs Funding Application
The City receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). CDBG regulations allow the City to carry out a variety of activities to meet community needs based upon CDBG National Objective of benefitting low and moderate income (LMI) persons, preventing or eliminating slums or blight, and meeting urgent community development needs. However, no more than 15% of the City’s annual grant can be used for social service type activities, such as job training, homeless prevention, substance abuse treatment, legal services, health and medical services, afterschool programs, senior citizen activities and domestic violence services. The City has determined that community organizations are better positioned to effectively deliver certain services to residents. The purpose of this application is to identify organizations with the capacity to carry out needed services and determine the level of funding necessary to support the delivery of such services for Norwalk residents. If your organization received CDBG funding from the City of Norwalk in the past, please carefully read the following information and application as the funding criteria and evaluation process has changed.

Providing high-quality, direct support services to students in grades pre-kindergarten through 12. Student support services supplement regular classroom instruction and may take place inside or outside of school during the school day, before/after school or non-school days.
