Description: This active SAM.gov presolicitation, Notice ID PSN-2026031003, seeks proposals for the 2026 Competitiveness Improvement Project to support continued innovation in distributed wind energy systems. NLR, a DOE contractor, expects to award firm-fixed-price subcontracts with price participation and technical assistance through a competitive process to manufacturers of small- and medium-sized wind turbines. The project supports turbine and component testing, advanced manufacturing, and design optimization intended to make distributed wind technologies more cost-competitive and reliable.
