The City seeks depository services for short-term operating, debt-service, and bond-construction portfolios, as well as long-term core and debt-service reserve portfolios. Investment strategies for operating and debt-service funds should provide liquidity aligned with anticipated cash flows and payment obligations, while the core-fund portfolio should limit market-value volatility through economic cycles. Debt-service reserve investments should generate dependable revenue with low volatility, except where a bond ordinance requires otherwise.
