Scope includes developing and implementing an equitable community engagement strategy that centers frontline residents, conducting a local social and racial equity analysis, coordinating equity integration with energy and resilience technical consultants, reviewing draft and final plan updates and a five-year implementation roadmap, and attending project meetings. Budget is $35,000; contract work expected March–November 2026. Proposal requirements include signed bid/MBE-WBE forms, a Proposal Narrative (max 7 single-spaced pages), Experience & References (max 3 pages), and a detailed Cost Proposal. MBE/WBE combined participation goal is 20% (waiver process required if not met). Evaluation weights: Narrative 35, Experience 35, Cost 30; bidders scoring under 70 will be disqualified. Pre-bid conference is non-mandatory and addenda/questions are handled per RFP.
