The consultant is expected to lead an extensive, inclusive, and innovative community engagement process, develop a new comprehensive plan that builds on the city councils adopted strategic priorities with prioritized implementation steps to achieve a viable, sustainable, diverse and inclusive city, and guide successful adoption of the plan by the city council.
