The Federal Aviation Administration (FAA) issued Solicitation CAP2 for a Solution Readiness Assessment (SRA) to evaluate industry solutions for the Common Automation Platform (CAP) to replace legacy systems such as ERAM and STARS. The SRA follows an earlier RFI (Nov 20, 2025) and is intended to validate end-to-end solution maturity, minimum CAP requirements, and readiness for possible Other Transaction Agreement (OTA) prototype development. Bidders are requested to submit responses per the solicitation instructions to support FAA assessment and potential transition to prototype activities.

For the Common Automation Platform (CAP) to assess the availability, maturity, and applicability of industry solutions aligned with the Agency’s platform-based automation strategy. The CAP aims to replace the legacy systems—ERAM (En Route Automation Modernization), STARS (Standard Terminal Automation Replacement System)—with a unified, state-of-the-art platform. The FAA is also considering the inclusion of ATOP (Advanced Technologies and Oceanic Procedures) as part of the CAP solution, however, the FAA priority is on deploying a solution to integrate the ERAM and STARS systems.
