Description: USTRANSCOM is conducting market research to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135 for recurring, turn-key passenger transportation. The anticipated service moves passengers, baggage, government-furnished weapons, and small-arms ammunition on recurring Honolulu–Wake Island and Honolulu–Kwajalein routes, with an optional combined route. Vendors are asked to submit a response package of no more than 12 pages by November 13, 2026, at 16:00 Central Time.
