The U.S. Geological Survey (USGS) is soliciting quotations to establish a five-year Blanket Purchase Agreement (BPA) for clumped isotope geochemical analyses of carbonate mineral samples, with calls issued as needed and a total not-to-exceed value of $49,999 over five years. The work requires a laboratory with demonstrated, state-of-the-art clumped isotope measurement capability that follows InterCarb standardization practices; contractors must bid unit price per sample and BPA calls will be fixed-price. This is a Total Small Business set-aside (NAICS 541380); quotes must be emailed to dparkin@usgs.gov and vendors must be registered in SAM to be awarded.

Technical Requirements: 1 - Carbonate mineral samples are expected to be measured for clumped isotopic compositions (Δ47 and Δ48), stable carbon isotopic compositions (δ13C) and oxygen isotopic compositions (δ18O) to determine the temperature and fluid isotopic composition at time of mineral precipitation and/or the thermal history of the sample. Preference will be given to laboratories that can measure small samples (<500µg carbonate mineral powder replicates) on instruments optimized for high precision clumped isotope analyses (for example, the Nu Perspective, ThermoFisher MAT253 Plus, or equivalent models) and equipped with peripheral units for semi-automated sample digestion and analysis (for example the Nu Carb or equivalent models). The USDA Forest Service issued a Notice of Intent to Award a Blanket Purchase Agreement (BPA) Call Order for the 2026 Red Rock aerial herbicide application on the Salmon-Challis National Forest. This is a special notice to pre-qualified vendors and will be awarded as a call order against the Land Management Integrated Resources BPA (LMIR); only the BPA holders (17 approved companies) are eligible to receive and respond to the formal RFQ. The formal RFQ and any amendments will be distributed directly to eligible BPA holders (via sm.fs.lmirbpa@usda.gov) and the award action will be processed through the Government Point of Entry on SAM.gov.
