The City of Bellingham is soliciting proposals to establish a roster of qualified firms or individuals to provide neutral, impartial fact-finding and investigative services for allegations of employee misconduct, discrimination, sexual misconduct, and violations of City policy or CBAs. Contractors must be able to conduct unbiased investigations, prepare comprehensive reports with factual determinations, identify policy violations when applicable, and provide expert testimony or consultation when requested. Electronic proposals must be submitted through the City’s ProcureWare portal, and questions may be directed to bids@cob.org.

The City of Albany’s Community Police Review Board seeks qualified investigative firms or investigators to provide investigative services supporting the CPRB’s oversight of complaints involving the Albany Police Department. The contractor will conduct investigations, gather and analyze evidence, and prepare written findings and reports for the Board. Proposals are due by January 16 2026 at 2:00 PM EST.

Suppress and prevent crime and violence through enforcement, regulation and community outreach; ensure fair and proper revenue collection; provide fair and effective industry regulation; support and assist federal, state, local and international law enforcement; provide innovative training programs in support of criminal and regulatory enforcement functions; help reduce the criminal use of firearms; and provide for public safety by reducing the criminal misuse of explosives, combating arson, and removing safety hazards caused by improper and unsafe storage of explosive materials.
