The Contractor shall work with the Councils to use a strength-based approach which emphasizes the five Protective Factors of: 1) Parental Resilience; 2) Social Connections; 3) Knowledge of Parenting and Child Development; 4) Concrete Support in time of Need; and 5) Children’s Social and Emotional Development. In addition, the CCACC services Contractor must maintain its liaison role with the formal Child Abuse Council of Los Angeles County, the Inter-Agency Council on Child Abuse and Neglect (ICAN).
