CARE Unit Services (Alternate Response Mobile Unit)

Description: The City of Flagstaff is seeking proposals to establish a term contract for operating its CARE Unit (Alternate Response Mobile Unit) under the Public Safety Alternate Response Model. Services cover mobile responses to public intoxication, substance-use, trauma-informed, mental-health, and behavioral-health events, with operations 365 days per year from 9:00 a.m. to 7:00 p.m. and at least one EMCT on each scheduled shift. This is a term-contract RFP rather than a grant solicitation, and proposals are due September 14, 2026, at 3:00 p.m. Arizona time.
