Cannabis Incubator Facility Operator

Description: The State of Maryland’s Department of General Services is conducting an open Request for Information (RFI) to identify nonprofit entities capable of operating a 30,000-square-foot cannabis incubator facility. The prospective operator would manage facility operations, security, maintenance, sanitation, regulatory compliance, records, scheduling, and business-development and workforce-development services for cannabis micro-licensees. This is an informational procurement RFI rather than a grant program: no contract will be awarded from these responses, but the information will inform a future multi-year procurement with renewal options, and submissions are due September 30, 2026.
