Provide a new method of delivering UxS systems capability called “UxS as a service” and First Person View (FPV) platforms. Resultant contracts or agreements should provide systems with a broad range of capabilities that directly support mission effectiveness in terms of platforms, payloads, ProcessingExploitation-Dissemination (PED), programming (i.e., firmware, software, and artificial intelligence (AI)), communications/data transfer, Command and Control (C2) systems, components, and/or material to be acquired, developed, or already in use by NSWC, United States Special Operations Command (USSOCOM), the Department of War (DoW), or the U.S. Government, as well as interagency and FVEY partners.

The Naval Special Warfare Command (NSWC) issued a Commercial Solutions Opening (CSO) seeking unmanned systems (UxS) capabilities including "UxS as a service" and First Person View (FPV) platforms to support the Joint Force and Special Operations Forces. NSWC anticipates awarding FAR Part 12 contracts or Other Transaction Authority (OT) agreements to acquire platforms, payloads, PED, software/AI, communications, C2, and related services with an expected period of performance generally no greater than 12 months. The notice requests submissions in accordance with the CSO instructions and remains open through the stated response deadline.

Virtualized Electromagnetic Warfare and Mission Engineering Center
"DESIGN-BUILD" Construction of a new facility titled Virtualized Electromagnetic Warfare and Mission Engineering Center (VEWMEC). Construct a single story Virtualized Magnetic Warfare Mission and Engineering Center. The building includes SSO space; mission engineering support spaces (collaborative and office); and live virtual constructive reconfigurable laboratories equipped to conduct engineering and operations-based testing. The facility must be ICD 705 and meet anti-terrorism standards UFC compliant (4-010-01). The facility must incorporate necessary cybersecurity features. Supporting facility spaces included: entry lobby; breakroom; restrooms; receiving; server room; communications, electrical and mechanical rooms. Site preparation including pavement, utilities, stormwater management, and incidental improvements and demolition will be required. Three separate floor plans will be solicited for quotation of 6,900 SF, 8,100 SF, and 8,900 SF.
