The City of Sumner is soliciting sealed bids for the Wastewater Treatment Plant Biosolids Modernization Project (REBID, CIP 21-17). The work includes expanding the Solids Handling Building to install a new biosolids dryer system, replacing pumps and process equipment, electrical and controls upgrades, and site improvements such as security fencing and a hammerhead on State Street. Bids are due at 1:00 p.m. PST on February 24, 2026, with plans and specifications available via the MRSC Roster Bonfire portal.

This project will construct upgrades to the solids handling and solids treatment processes at the existing city of sumner wastewater treatment plant. These improvements will include construct an expansion to the existing solids handling building including: install new indirect biosolids dryer; thermal fluid heaters; and all equipment. Construct temporary haul truck loading bay to facilitate demolition of existing facilities. Modifications to existing treatment systems, structures, and processes will include: replace the existing thickened primary sludge pumps in existing scum pump building, demolition of existing dissolved air floatation thickener, and associated equipment in equipment building 2 and the installation of new rotary drum thickener and associated thickened waste activated sludge pumps, replacement of existing thickening and dewatering polymer systems and replacement of existing air gap system in the existing solids handling building. Reconfigure dewatered sludge conveyance system including rehabilitation of existing dewatered sludge storage hopper, modifications to existing conveyors (temporary and permanent) and installation of new conveyors. Demolish existing waste gas burner and installation of new digester gas treatment system to include hydrogen sulfide and moisture removal and digester gas compression, as well as installation of a new enclosed waste gas flare. Replace existing submersible pumps in plant drain pump station no. 1 and walls of existing centrate storage tank will be raised 6'. Replace internal recycle pumps and anoxic zone mixers in aeration basins 1 and 2. Install new and modify existing electrical power distribution and control equipment to support the new improvements, including installation of new standby generator with subbase fuel tank in a sound attenuating enclosure. Construct new hammerhead on state street just outside entrance to the plant and new security fencing and access gates. Bid additive no. 1 will include the replacement of existing effluent UV disinfection system.
