Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program (COSSUP). This opportunity supports the development, implementation, or expansion of comprehensive programs in response to overdose deaths, illicit opioids, stimulants, and other substances. Through this program, state, territorial, local, and tribal governments can support law enforcement-related activities, including efforts to locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community, within correctional facilities, and upon reentry.

BJA FY 26 Tribal Justice Training and Technical Assistance Program. This opportunity strengthens Tribal justice systems by providing specialized technical experts to assist federally recognized Indian Tribes in developing, implementing, and enhancing justice systems. The program addresses violent crime, substance-use related crime (including opioids, stimulants, and other illicit substances), and overdose fatalities while helping Tribes build sustainable legal and corrections infrastructure and enhance collaboration with federal, state, and local partners.

BJA FY 2026 Crisis Response Training Program. This opportunity supports state, local, and tribal governments, law enforcement agencies, correctional facilities, probation and parole departments, and sheriffs’ offices in developing, implementing, or expanding crisis response training programs that enhance public safety, officer safety, and operational effectiveness by improving law enforcement responses to individuals in crisis who have behavioral health conditions (including mental health and substance use disorders), intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. This program will equip law enforcement and correctional officers with tactical skills and strategies, and technology to effectively address crisis situations and enhance public safety.

BJA Fy 2026 Second Chance Act Family-based Substance Use Disorder Treatment Program
Second Chance Act Family-Based Substance Use Disorder Treatment Program. This opportunity will provide treatment and recovery support services to parents with substance use disorders (SUD) who have minor children or are pregnant and are under correctional control in a facility or community-based setting. State, local, and tribal governments and nonprofit organizations may apply for funding to provide family-based SUD treatment programs in jail, in prison, or as part of an alternative to incarceration to reduce recidivism and improve reentry and other related outcomes for the parent and for their children. State, local, and tribal governments must apply for funding under Category 1 and nonprofit organizations and faith-based organizations must apply for funding under Category 2.
