Selected FSPs will perform site assessments, zoning reviews, preliminary design considerations, and cost feasibility analyses; MHP expects FSPs to complete a minimum of 50 studies per year and will compensate $300 per approved study plus $200 if the study leads to a permitted ADU build. The contract period begins upon selection with an expected period of performance through June 30, 2026, and the solicitation is an Open Market RFQ with proposals due Feb 24, 2026.
