Description: The Department of Veterans Affairs Network Contracting Office (NCO) 08 posted a Special Notice of intent to award on a sole-source basis for FCS Express Clinical Edition flow cytometry analysis software to De Novo Software. The notice says the software must provide a fully integrated, FDA-listed, 21 CFR Part 11 compliant flow cytometry analysis system with specified clinical, security, audit, and VA laboratory-system integration capabilities, and that De Novo Software is the exclusive developer and distributor. The notice expressly states that it is not a solicitation and that the contracting officer will decide whether responses warrant a competitive procurement.
