Description: Services include, but are not limited to: 1. Render opinion regarding the validity and binding effect of bonds, the source of payment and security for the bonds and the excludability of interest on the bonds from gross income for federal tax purposes. 2. Prepare and review of documents necessary or appropriate to the authorization, issuance, sale and delivery of the bonds, coordination of the authorization and execution of the documents. 3. Provide legal research or advisory opinions when needed. 4. Review legal issues relating to bond issue. 5. Assist borough with dealing with bond rating agencies. 6. Represent borough in any litigation resulting from bonds. 7. Keep borough informed of any changes to municipal bond law 8. Available to attend meeting of governing body when required

Township Bond Counsel shall be a New Jersey licensed firm of attorneys with at least ten (10) years' experience as a municipal bond counsel with experience in bond law, arbitrage rules, and experience with municipal bond rating organizations. The individual attorney selected shall have been admitted to the bar for at least ten (10) years and have six (6) years’ experience as the appointed municipal bond counsel. Please explain how you or your firm meets the minimum requirements; provide at least three (3) local government references; and identify the individual expected to provide legal services to the Township from your firm if you are selected.
