133: DMH Pre-admission Screenings/resident Reviews (PASRR) Services and Coordination (RFP)

Seeks to contract with an organization experienced in mental health Pre-Admission Screenings and Resident Reviews (PASRR) in accordance with state and federal Mental Health PASRR requirements. The contractor will provide, coordinate, and oversee PASRR preadmission (PASRR Level I) screenings and mental health assessments (PASRR level 2) of individuals identified through the pre-admission screening to ensure individuals with serious mental illness seeking admission to Medicaid-certified nursing facilities are appropriately identified and placed in the least restrictive, clinically appropriate setting.

Procurement of services for Pre-Admission Screening Resident Review (PASRR) process administration, disability evaluation consultant services, and nursing facility Level of Care (NFLOC) determinations for Medicaid payments.

Pre-admission screening and resident review.

The New Hampshire Department of Health and Human Services (Division of Long Term Supports and Services) seeks a vendor to implement and administer statewide Pre-Admission Screening Resident Review (PASRR) and provide medical/psychological/psychiatric consultant services and Nursing Facility Level of Care (NFLOC) determinations for Medicaid payments. The contract will include PASRR Level I and Level II evaluations and NFLOC determinations using the MEA tool, with requirements for expertise in PASRR/NFLOC rules and ability to provide on-site consultation in New Hampshire. Period of performance is expected to start July 1, 2026 through June 30, 2028 with renewal options up to six additional years.
