Firms interested in providing Construction Manager at Risk Services ("CM" or "CM at Risk") for the Modular Classroom Relocation Project as part of the Manchester School District Priority One Projects ("Project") are invited to submit a Statement of Qualifications ("SOQ") to the School District ("MSD"). This CM at Risk services procurement is conducted pursuant to the City of Manchester Procurement Code, chapter 39, Sect. 39.13 (7). This Request for Qualifications is the first phase of a two-phase procurement process. The Superintendent of Schools, acting on behalf of the Manchester School District ("Awarding Authority"), is prequalifying firms interested in providing CM at Risk services for the project through this RFQ process. The Superintendent of Schools and other members of the District staff, as deemed appropriate, will evaluate submitted SOQs based on the identified evaluation criteria and will determine if the respondents are deemed qualified to participate in the subsequent RFP phase. Only those respondents deemed qualified will be invited to submit a Proposal in response to a detailed Request for Proposals ("RFP"), which will be issued in the second phase of the procurement process. The MSD expects the RFP to be available by September 2026. The project delivery method for construction will be CM at Risk with a Guaranteed Maximum Price ("GMP"). Firms interested in being pre-qualified must demonstrate that they have prior or current experience as a Construction Manager on projects of a similar size, complexity, and type.
