This MOA implements an underlying Snow Crab Exemption Contract, which allows North Region Snow Crab and Central Bering Sea Fishermen's Association (CBSFA) Flexible Shares crab to be delivered to Unalaska and Akutan instead of Saint Paul. To compensate Saint Paul for lost tax revenue, Unalaska will collect a 3.5% seafood tax on North Region Crab and a 2% seafood tax on CBSFA Flexible Shares crab, and remit these amounts to Saint Paul (less a 1.5% administrative fee). The agreement also outlines the allocation of Alaska Shared Fisheries Business Tax attributable to these landings for the 2025-2026 season.
