This document is the Fifth Amendment to a Standard License Agreement between McHenry County Conservation District (Licensor) and SpectraSite Communications, LLC (Licensee). In consideration for this extension, the Licensee will make a one-time payment of $100,000.00 to the Licensor. This agreement establishes a Water Quality Trading Program between the Northern Moraine Wastewater Reclamation District (referred to as the Sanitary District) and the McHenry County Conservation District (referred to as the Landowner). The Landowner will implement Best Management Practices (BMPs) on specific parcels (PIN 04-27-100-004 and PIN 04-27-400-004) to reduce phosphorus levels in the Fox Watershed. In return, the Sanitary District will compensate the Landowner $10.00 per pound of phosphorus removed, as calculated annually by the US EPA Pollutant Load Estimation Tool (PLET). The agreement commences on August 26, 2025, for an initial term of twelve months, with provisions for renewal upon mutual written agreement.
