This document is a progress report for the Town of Whitby's 2023-2026 Community Strategic Plan. The 2026 Accessible Election Plan for the Town of Whitby outlines strategies to ensure the municipal election is accessible to electors and candidates with disabilities. It focuses on identifying, removing, and preventing barriers through provisions for alternative voting methods, comprehensive voting assistance, accessible voting locations, information in alternative formats, and specialized training for election staff. The plan aims to foster full participation and a positive voting experience for all.

This document presents the Town of Whitby's inaugural Tourism Strategy for 2022-2025, serving as a roadmap for future tourism support, promotion, planning, and development. The strategy is structured around three core objectives: elevating Whitby's unique character through destination development, fostering connectivity and collaboration with stakeholders to create tourism offerings, and enhancing content and communication to promote authentic Whitby stories. The plan aims to establish Whitby as a visitor-friendly, welcoming, inclusive, vibrant, and accessible destination, thereby growing visitor revenue, local jobs, and enhancing the quality of life and pride of place for residents.

The Council discussed the Highway 7/12 Alternative Route Environmental Assessment project, focusing on whether to immediately terminate the EA or defer the discussion to the fall. The motion to terminate the EA process was carried by Council. Town staff will provide a report outlining potential next steps to address local and provincial needs and accommodate future growth.

The Municipal Asset Management Plan for the Town of Whitby outlines a ten-year strategy (2025-2034) for managing its infrastructure assets. It provides an overview of the current state of infrastructure, defines proposed levels of service, and details financial needs and capital spending priorities. The plan focuses on seven key service areas: Facilities, Fire Equipment, Fleet, Library Services, Parks, Roads Right-of-Way, and Technology & Innovation Services. Strategic priorities include customer focus, proactive risk management, evidence-based decision making, and process standardization, all aimed at ensuring reliable service delivery, fiscal responsibility, and sustainable infrastructure management for the community.
